The Governor released his version of the 2011 Fiscal Budget. The Municipal Police Career Education Incentive Reimbursement ( line item#8000-0040) was proposed to be further reduced to $5,000,000.00, from the current $10,000,000.00 figure. Please keep in mind the Budget still must go through the House and the Senate where both Chambers can add or subtract money to various items. The differences then get sent to a Joint Conference Committee of both Chambers.
On February 8, 2010, the Legislatures Joint Public Service Committee will hear HB 2509 "An Act regarding municipal health insurance plans".
As many of you know, this is a direct attack on our collectively bargained benfit of health insurance. What municipalities are pushing is either taking health insurance out of collective bargaining and forcing us into the inferior state plan ("GIC"). The other option is allowing the municipality to design your plan entirely. What hospitals, doctors, medications and co-payments you incur would be essentially designed by a government bureaucrat, with no bargaining on the issue.
Please, stay vigiliant on these issues. We need to send every elected official the message that budgets cannot be balanced on the backs of public employees who have already taken enough of a beating. Every Representative, senator and the governor are up for election this fall.
