Early Retirement Incentive

Recently, some Members who are contemplating retirement have inquired about the Early Retirement Incentive being proposed.
The Legislature's bill  #H4618 is a "Municipal Relief Package".  Sec. 11 would allow a city/town to adopt as a local option an early retirement incentive.  It is unclear at this time if it would apply to Group IV, but they have not been excepted from the original bill.  Also, it is not clear if Boston would even participate assuming it became law.

There are some conditions:
-A participating city/town could only replace up to 30% of employees who left in the 1st year, or face a reduction in local aid for each person over that ceiling that was replaced.  The figure goes to 45% for the 2nd year and 60% for the 3rd year.

-If enacted the municipality would have 2 months to send a plan to PERAC for approval;

-If approved, it would required City Council enactment;

-Then the municipality would have 30 days to present;

-Employee would have 60 days to elect the option

-Employee would have to waive any buybacks of sick or vacation time for that year of electing retirement.

Further research is being done by the Federation leadership on this.  The Legislative intent here is to allow employees near retirement to leave to forego possible layoffs.  Many municipalities have asked for this option.

Employee unions have amendments that have been offered however to make this a better "incentive", and the bill has a long way to go.  Please stay informed.
